El autor principal del género utópico francés ya en pleno siglo XVIII fue el abate Morelly, que en el año 1753 publicó Naufrage des îles flottantes o Basiliada del célebre Pilpai, que pasó un tanto desapercibida, y su Código de la Naturaleza o el verdadero espíritu de las leyes (1755), que durante mucho tiempo se pensó que era de Diderot.
En la Basiliada había una comunidad en un territorio fértil y rico, sin propiedad, la madre de todos los crímenes. Los habitantes habitaban, por lo tanto, una tierra suficiente para alimentarlos, y se ponían de acuerdo entre ellos para que todo fuera común. Todos juntos cultivaban la tierra, recogían y almacenaban las cosechas y las frutas en un mismo almacén. En los intervalos que dejaban las tareas agrícolas cada uno trabaja en su profesión particular. Habría un número suficiente de obreros para preparar los productos de la tierra y para fabricar los muebles y utensilios necesarios. Todo era común, pero nadie cogía más de lo necesario.
Morelly, como dijimos, no consiguió que tuviera mucha repercusión su poema utópico, y por eso decidió exponer sus ideas sobre los hombres y la sociedad de otra manera, a través de un tratado, el Código. La obra se divide en cuatro partes. En la primera realizó una defensa de la verdadera moral frente a la moral común derivada del deseo de tener, es decir, se hacía una crítica de la propiedad. Descartada la idea de la propiedad se desterraba toda rivalidad. En la segunda parte denunciaba las leyes que estableciendo un monstruoso reparto de los productos de la tierra y de los propios elementos habían contribuido a la ruina de la sociabilidad. Si se colectivizaban los bienes se conseguiría la felicidad y entonces la forma de gobierno sería lo menos importante. En la tercera parte explicó las terribles consecuencias de la propiedad en el orden moral, como fuente de la existencia del mal. Si se destruía la propiedad se terminaban las pasiones, las acciones feroces, las luchas, etc. Por fin, en la última parte presentaba su proyecto ideal de organización social y política con el fin de asegurar la felicidad común y la virtud. El mismo Morelly consideraba que su obra en una utopía porque llegó a afirmar que desgraciadamente era evidente que sería imposible formar una república con las características que planteaba en su tiempo.
Esa sociedad utópica se basaba en un grupo de tres leyes fundamentales que cortarían de raíz los vicios y males de la sociedad. La primera de esas leyes era la que disponía que la prohibición de la existencia de la propiedad. En la segunda se decía que todo ciudadano sería un hombre público, sustentado, mantenido y ocupado a expensas públicas, y por la tercera todo ciudadano contribuiría según sus fuerzas, talento y edad, a la utilidad pública.
Luego habría otros conjuntos de leyes que afectarían a distintos aspectos sociales, económicos, familiares, etc.
